Mr. Kejriwal, why is there no need of center’s approval?

So Mr. Arvind Kejriwal really does not know that they require Center’s approval for passing a Constitutional Bill or at least for some parts of it?

** A brief on what Lt. Governor said/believed on the tabling of Jan-Lokpal Bill in Delhi —

Lt Governor Najeeb Jung said the AAP government did not go through the laid down procedures in getting approval for tabling of the bill and as custodian of the House he should consider these aspects while dealing with the issue.

Kejriwal has been maintaining that there was no need to obtain prior approval from the Centre or Lt Governor to table the bill while BJP and Congress are of the view that clearance was necessary under Transaction of Business Rules (TBR), 2002.


** Let’s read what Mr. Arvind Kejriwal says about the whole issue, in brief, as on Feb 2014 —

“We are being told that we flouted the rules by introducing the Jan Lokpal Bill. Mr Arvinder Singh Lovely, nowhere in the Constitution it is written that the Delhi government needs the permission of the Centre to enact the Jan Lokpal Bill” Kejriwal said.


** Let’s read what Mr. Kejriwal says in Nov. 2011 —

“When the Centre passes the Lokpal bill, it will have provisions to constitute Lokayukta in states. So, if it passes a law weaker than that of Uttarakhand’s Bill, it would supersede the State law. We have to see whether the Centre weakens the Uttarakhand law or it strengthens it,” activist Arvind Kejriwal told reporters here.

He said the Centre will have to do at least what the Uttarakhand government has done. “If the Centre weakens the bill passed by Uttarakhand, then they must know that people will not tolerate such a government,” he said.

Lawyer Prashant Bhushan said the Uttarakhand Lokayukta Bill was “cent per cent” identical to the one they proposed as Jan Lokpal bill.


So what is it that is different in this Jan-Lokpal Bill now which otherwise must be similar to the one passed by Uttarakhand govt. in 2011 where you did admit that it needs Center’s approval.  Now that I do agree that the Bill was passed by the state then & waited for the Center to approve few clauses which currently is not the same state of affairs in Delhi. In Delhi you have been unable to pass the Bill in the State Assembly & the scenario might be different, but not completely. You could’ve waited & should have been honest in telling your supporters that it will still not be able to ENACT it until Center’s approval is sought. And if you so tell us that there is no such requirement, then what is the reason behind it.

I am not against Jan-Lokpal & even I know that the Center will not approve a strong Lokpal. All I am trying to say is that Mr. Kejriwal knew all these hurdles well before, very well known. Then why does act like “innocent boy” if he had no solution to it! Ask about it & think about it.

I will not club many other issues here since I want to be very specific. I would request any statement here to be made with complete sense & specific to the Jan-Lokpal’s center approval point.

Hell is let loose,

or looking for splendors ??

the birds in the corners, so cosy,
the butterfly on her plant, she plays;

like the spring flower fields & days

like i do to her;
naughty, a drop she sprinkles,

just as we understand it right,
to run away to the terrace;

Rescue operation of a bird

It wasn’t a sweet valentine for a bird which got trapped in a string “manjha” (as popularly known) which got on a tree. The incident occurred at near 5 pm at Matunga kabutarkhana.

A Sunday evening especially on Valentine’s Day could have taken a special life, a life of freedom to fly through the air (although it’s been tough in recent times with humans finding innovative ways to kill them). It is exactly a month after Makarsankranti, the kite flying festival which already took so many wonderful lives of these sweet birds. Disheartening for the bird, but enlightened by what carried on then for some 30 mins.

The fire brigade had arrived at the spot and was getting ready to rescue the bird stuck at a height of 12-15 meters on the tree branch. Every passer-by strolling around this hub of Matunga was getting curious as to what happened. “Bhaiya kya hua?” was a common question inquisitively asked. Everyone was looking towards the tree & trying to spot the ill-fated bird, as if playing a game of search. What struck me is that the whole area was surrounded by nearly 300 people who were watching the rescue operation.

Some passing girls were a typical lot. One asked to other (& that too inside the group) “hey what happened yaar?” to which she got a unsure reply “probably some bird on the tree…”. Well after that the first one immediately got amused and proclaimed “why so much of fuss about a bird, what’s in there to watch?!” well that’s our younger brigade into the teens. Well not everyone is a bird – lover.

Most of these were those typical “panchaat” people. Just because they didn’t get a date for the valentine, here they were to pass their time asking reporter-like questions. Cars that stopped due to traffic had their passengers wondering what went wrong here. Residents of the buildings glued to their windows/balconies. Nevertheless it was good to see so many people wanting to know if the bird is rescued safe and alive.

A small girl with her mother stood beside me and their conversation was very interesting. (Translated Gujarati & English into English)Daughter: Mom what happened? Mom: some bird seems stuck up there. And then she asked me where it was to which I tried to provide some help; & yeah, it was successfully grasped by her daughter rather. Daughter: how it got stuck? Mom: it is the string that we use while flying kites beta, see how much it is dangerous. Daughter: momma I wish the bird is safe and alive. I hope it is saved. Mom: let’s see beta, even I hope so. Although I couldn’t put in that typical cute way the daughter talked, it was nice to see young bird-lovers. & they stood right till it was rescued; smiled as it was rescued.

Well of course, in the meanwhile the bird was rescued; although it fell to the ground while releasing it from the string using a long stick with a hook. It was alive, needed a lot of treatment.

Local chai-wala bringing chai for the firemen; People smiling; a breath of relief out of the gasping mouths.
Although I felt for the bird, it felt nice to feel the “INDIAN-NESS” at that moment.

Please don’t kill birds by “manjhaa” or crackers. LOVE THY NATURE.

A sincere effort in drawing “Gandhi-ji” or “Mahatma Gandhi” in MS Paint – made in 2002/3 when i was 15 yr. young enthusiast learning the tricks.

The drawing isn’t accurate by any chance & i affirm that it was not intended to be a caricature. It is difficult to draw in “Paint” & i hope someone does this accurately well.



Lips, drawn in MS Paint in 2007 i guess should not be considered a seductive image. I considered drawing someone’s lips very difficult hence gave it a try. Inspired from someone’s extremely beautiful smile, i dedicate this to her (she doesn’t even know this). Keep the Beautiful Smiles sparkling 🙂


“Winter” is inspired from another drawing. The initial drawing was made in MS Paint. Then some light rendering was done in Photoshop to get this look. So, Ms paint should not take all the credit.
